when i place power baton it is on for few time then switching off again .

Maybe bad memory? Can you remove memory modules one by one and test the laptop with each module separately?

Yes, it will be similar. The following guide explains how to remove keyboard from a Dell D610 laptop. Here’s the link:

In order to clean the cooling fan you’ll have to do the following:
1. Remove the keyboard.
2. Clean the fan and heatsink using compressed air. I don’t think it’s necessary to remove the heat sink unless you want to apply new thermal grease on the CPU.

I have a Dell D610. Will the fan cleaning instructions here related to the D600 generally also apply to D610?

How do you replace the bottom case of a Dell D600 ?

I guess you are asking about the base assembly aka base cover. In order to replace the base assembly, you'll have to disassemble the whole laptop apart and remove the motherboard.
